for
Enterprise GIS Business Requirements and Technology Roadmap

The City of Seattle, Seattle City Light Department (“SCL”), seeks to engage a consultant to provide consulting services for Business Requirements and Technology Roadmap for the Enterprise GIS Program. These services will support the SCL initiative to implement the Enterprise GIS Program. The scope of work for this procurement is to identify business requirements which will aid in identification of technology to be utilized in the SCL Enterprise GIS solution. Major elements of this scope include: assessing the current state and providing gap analysis, evaluating the GIS marketplace including existing SCL GIS systems and creating the Business and Technology Roadmap for the SCL Enterprise GIS system.

SCL is seeking qualified firms to provide the following:

• Gather SCL GIS business and technology requirements and objectives;
• Review current City Light Enterprise System Architecture;
• Plan and facilitate interviews and workshops as needed;
• Document findings from Business and IT Requirements Gathering Workshops;
• Evaluate GIS marketplace including existing SCL GIS systems; and
• Develop a Business Requirements and Technology Roadmap for Enterprise GIS Program.

The term of the contract shall extend from the date of execution by the General Manager and Chief Executive Officer of Seattle City Light, or designee, through June 30, 2015. City Light has identified a budget of $320,000.00 for this project.

SCL, may at its option amend the original contract for scope, time, and funding, subject to the continuing appropriation authority by the Seattle City Council.

The contract that is awarded as a result of this RFP will be awarded in a manner that will comply with all applicable laws of the United States, State of Washington, the City Charter, and Ordinances of the City of Seattle.
