REQUEST FOR PROPOSALS
for
Boundary Interpretation and Education Program Contract

The City of Seattle, Seattle City Light Department (“SCL”), seeks This Request for Qualifications is for a multi-phased services agreement to develop and implement a multi-resource Interpretation and Education program for Seattle City Light’s (SCL) Boundary Hydroelectric Project, a requirement of SCL’s Federal Energy Regulatory Commission (FERC) license for the project.

This contract is for phased services (three phases total) as outlined below. The contract will be awarded to cover completion of all three phases, but will initially include agreement on costs, a detailed scope of work, and schedule for Phase 1 only. The details of the scopes of work for Phases 2 and 3 will be informed by the outcomes of Phase 1. Therefore, the detailed scopes of work and costs for Phases 2 and 3 will be incorporated into the contract through future amendment. However, since SCL will choose a Consultant based on its qualifications to complete all phases of work, responses to this RFQ should address the Consultant’s ability to complete all three phases.

The term of the contract shall extend from the date of execution by the General Manager and Chief Executive Officer of Seattle City Light, or designee, through November, 2015 for Phase I.

SCL, may at its option amend the original contract for scope, time, and funding, perhaps subject to the continuing appropriation authority by the Seattle City Council.

The contract that is awarded as a result of this RFQ will be awarded in a manner that will comply with all applicable laws of the United States, State of Washington, the City Charter, and Ordinances of the City of Seattle.

WOMEN AND MINORITY AFFIRMATIVE EFFORTS REQUIREMENTS: All proposals are required to meet the Affirmative Efforts requirements as specified in the RFQ. An Outreach Plan will be required for the top rated consultant.
