Request for Proposals (RFP) for “South Park Water Quality Facility Consultant Procurement (15-119-S)”

The City of Seattle Public Utilities (SPU) plans to advertise, during the month of October 2015, in the Daily Journal of Commerce (DJC) a request for proposals from qualified consultants for phased engineering services for a project to construct a basin-wide stormwater treatment facility. The initial scope of work will include Jar Testing, Pilot Testing of candidate treatment technologies and Options Analysis to develop options and select a preferred alternative. The proposed SPU Contract# 15-119-S may be amended to include future services including Design, and Construction support, and Operational support.

Consultant expertise is required in:

• Planning and design of stormwater and wastewater treatment facilities in the region;
• Local stormwater characteristics and how they affect the design and operation of a municipal stormwater system;
• Creating control strategies for complex hydraulic facilities.

The estimated cost of this proposed SPU Contract# 15-119-S is $750K to $1M with the time performance for this Jar Testing, Pilot Testing of candidate treatment technologies and Options Analysis phase, and is expected to be completed by May 31, 2018. The estimated total value of all phases for this proposed SPU Contract# 15-119-S is currently estimated at $4.5M to $6M, with a final contract completion date of approximately December 30, 2022.
