REQUEST FOR QUALIFICATIONS

for

PSANI – Broad Street Substation Series Inductor Installation Design
Solicitation# SCL-16066
Agreement# CC-2015-002

The City of Seattle, Seattle City Light Department (“SCL”), seeks to engage a consultant to provide consulting services to assist with developing a solicitation ready design package which includes construction and other work associated with the Broad Street Substation Series Inductor Project..

SCL is seeking qualified firms to provide the following:

1. Pre-design services;
2. Design services;
3. Equipment and Accessories Specifications;
4. Permitting;
5. Street Vacation;
6. Public Outreach;
7. Environmental Impact Statement Support;
8. Support Services During Bidding & Construction;
9. Project Management.

The term of the contract shall extend from the date of execution by the General Manager and Chief Executive Officer of Seattle City Light, or designee, through December 31, 2018. City Light has identified a budget for this project to be $1,450,000.00. The annual budget appropriation is listed in Section 2 of the RFQ document.

SCL, may at its option amend the original contract for scope, time, and funding, subject to the continuing appropriation authority by the Seattle City Council.

Proposals one (1) original, unbound; eight (8) bound copies and one (1) electronic CD copy must be delivered by 3:00pm PST on December 9, 2015, to the address below:

The City’s proposed schedule is outlined in the RFQ.

The contract that is awarded as a result of this RFP will be awarded in a manner that will comply with all applicable laws of the United States, State of Washington, the City Charter, and Ordinances of the City of Seattle.

“WOMEN AND MINORITY AFFIRMATIVE EFFORTS REQUIREMENTS: All proposals are required to meet the Affirmative Efforts requirements as specified in the RFQ/RFP. An Outreach Plan will be required for the top rated consultant(s).”
