Request for Proposals (RFP) for
                                                                                               

 SPU Lower Duwamish Waterway Pre-Design Studies
SPU RFP/Contract# 16-008-S

The City of Seattle Public Utilities (SPU), on behalf of Lower Duwamish Waterway Group (LDWG), is requesting Proposals from qualified firms interested in providing scientific and engineering services to conduct pre-design investigations to collect data on sediment, water, fish and shellfish that will inform the engineering design for the sediment cleanup work in the Lower Duwamish Waterway.  The contract would also include an assessment of vessels and structures on the waterway.

LDWG consists of the City of Seattle, King County, the Port of Seattle, and Boeing, has been partnering since 2000 to study and clean up contaminated sediments in the Lower Duwamish Waterway (LDW) Superfund Site in Seattle, WA.

In 2001, LDWG voluntarily entered into an Administrative Order on Consent (AOC) with the United States Environmental Protection Agency (EPA) and the Washington State Department of Ecology (Ecology) to perform a Remedial Investigation/Feasibility Study (RI/FS) under Superfund/CERLCA for cleanup of contaminated sediments in the Lower Duwamish Waterway. EPA decided the Selected Remedy for the site in 2014 in their Record of Decision (ROD). In 2016 the AOC was amended to direct LDWG to conduct pre-design studies to advance the implementation of EPA’s Selected Remedy.

The City, on behalf of Lower Duwamish Waterway Group (LDWG), is requesting Proposals from qualified firms interested in providing scientific and engineering services to conduct the pre-design investigations. The objectives of the studies are to:

  1. Consistent with Section 13.2.3 of the ROD, to establish post-Early Action Area (EAA) cleanup baseline conditions in environmental media (sediments, surface water, porewater, tissue), to evaluate the effectiveness of EAA cleanups and the degree to which natural recovery has occurred since the (RI/FS), to serve as a baseline for comparison to post-remedial action data, and to aid in the evaluation of source-control ,
  2. Perform a survey of waterway users and an assessment of in-water structures to inform recovery category recommendations and technology assignments,
  3. Support development of appropriate and effective institutional controls for consumption of LDW resident seafood,
  4. Identify other site-wide and area-specific remedial design and remedial action information needs, and
  5. Develop a conceptual strategy for completing the remedial design.

This contract is partially funded by a Washington State Department of Ecology grant. LDWG will be coordinating with EPA and Ecology in their roles providing oversight, review and approval of all work products.

This professional services contract value is estimated at approximately $6 million. The estimated contract period for work is from August 2016 through February 2019.

A SPU Pre-Submittal Conference for prospective bidders will be held on Wednesday, April 20, 2016 in Conference Room SMT 4540 (45th Floor) of the Seattle Municipal Tower Building, 700 Fifth Avenue, Seattle, WA 98104, from 2:30 PM to 4:00 PM. Seattle Public Utilities will review the scope of work, consultant expectations, and answer questions from the prospective bidders. Time will be allocated for prospective bidders to network with each other and discuss teaming arrangements. Although attendance to this meeting is not mandatory, attendance is highly encouraged.
