REQUEST FOR STATEMENT OF QUALIFICATIONS
CONSULTANT SERVICES 

16-061: W. Howe St Bridge Seismic Retrofit 

The City of Seattle, through Seattle Department of Transportation, requests Statements of Qualifications (SOQ) from qualified engineering firms for SDOT 16-061: W Howe St Bridge Seismic Retrofit

Total project cost is estimated to be $750,000 to $1,000,000, with the initial concept design phase estimated to be $85,000 to $125,000.

W Howe St Bridge Seismic Retrofit

  • Project Management – Assign an individual as the Project Manager who will develop the scope of work, schedule, budget, measure contract conformance, manage risk, change and quality, lead the consultant team, and communicate with SDOT, other City departments, agencies, and stakeholder groups.
  • Data Collection – Collect and review the existing data.       Document the major findings and determine what additional data is needed. Develop project criteria and standards. Conduct a site visit noting those features that differ from the existing data.
  • Surveying – Provide a preliminary base map which complies with City of Seattle drafting/mapping standards, and sufficient property and topographic details necessary.
  • Geotechnical Evaluation – Review and summarize the available geotechnical and foundation data. Conduct field explorations or engineering analyses as required if available information is not sufficient or inconclusive.
  • Environmental Documentation – Perform a study on the environmental impacts and document results. Provide a general discussion of the environmental process (SEPA/NEPA) and possible permit requirements.
  • Concept and Schematic Design – Develop concept and schematic designs that fully address the project objectives, challenges, constraints, and considerations.   Assess potential alternative project delivery methods. Prepare comparative cost opinions for each concept. Culmination of this effort is the development of the Concept Design Report.
  • Screening – Establish screening process and criteria.       Screen the schematic design alternatives.
  • Value Engineering – Provide support to a value engineering (VE) study and respond to the VE teams’ recommendations if one is determined to be required.
  • Final Design – Perform final design and prepare bid-ready contract documents and the engineer’s estimate.

The Request for SOQ’s packet includes a more detailed Scope of Work, administrative requirements such as subconsulting, insurance, selection process, schedule, etc.
