REQUEST FOR STATEMENT OF QUALIFICATIONS
CONSULTANT SERVICES 

SDOT 17-022 Program Management Services to Support ITS Plans 

The City of Seattle, through Seattle Department of Transportation, requests Statements of Qualifications (SOQ) from qualified Consultants for SDOT 17-022 Program Management Services to Support ITS Plans

This contract is estimated to be up to $700,000 for two years.

Scope of Work:

SDOT has identified the following Core Services in this Scope of Work:
·        Developing and reviewing Concepts of Operations that establish the ITS needs and functions for projects.
·        Monitoring the Move Seattle ITS Program Scope, schedule, and budget, to ensure the program remains on track.
·        Reviewing Plans, Specifications, and Estimates (PS&E) for projects that include ITS.
·        Developing ITS field designs for implementation by SDOT forces.
·        Update SDOT Transportation Operations Center SOPs to incorporate new functions.
·        Developing and updating ITS policies.
·        Other tasks directly related to Program Management of the ITS program, which may include assessing

resource needs, developing presentations for upper management, supporting the needs of the

Transportation Operations Division ITS activities through coordination with other Divisions/Departments, facilitating issue resolution, and support in identifying and managing program risks.

Additional Services:
In addition to the Core Services, the Consultant may be required to provide the following services:
  • Develop plans for and oversee analysis of emerging ITS technologies.
  • Support the development of RFPs for ITS technologies through developing functional and non-technical requirements.
  • Structural design for ITS foundation including but not limited to coordinating geotechnical survey and performing structural designs for foundations including details and specifications.
  • Grant writing.
  • Communications systems/network design and cost estimating.
