NOTICE TO CONSULTANTS
Request for Proposals (RFP) for

Delridge Combined Sewer Overflow (CSO) Control Project
SPU RFP/Contract# 18-056-S

 Seattle Public Utilities (SPU) is requesting proposals from qualified engineering consulting firms for a new contract to support the Delridge CSO Control Project. SPU plans to select a consultant team to perform phased engineering consulting services. The three phases are Options Analysis, Design, and Engineering Support Services During Construction. The initial phase will be comprised of Options Analysis and preliminary engineering. In accordance with SPU’s regulatory commitments, the project will need to develop and submit to Ecology a Draft Preliminary Engineering Report by June 30, 2021.

The initial contract will cover Options Analysis only, and subsequent phases may be performed through amendment(s) to this contract assuming satisfactory performance by the consultant and as needed to supplement SPU staff. The cost of the first phase of this project has been estimated to be $1,500,000 and is expected to be completed in Q1 2020. The ultimate total value of all phases of this contract is currently expected to be in the range of $22M to $25M and completed by Q4 2026.

The deadline for submitting Proposals is 2:00 PM, Tuesday, July 24, 2018, at the 50th Floor, Seattle Municipal Tower, 700 Fifth Avenue, P.O. Box 34018, Seattle, WA 98104-4018.

SPU PRE-SUBMITTAL CONFERENCE: A pre-submittal conference will be held on Thursday, June 28, 2018, in Conference Room SMT 4070 (40th Floor) of the Seattle Municipal Tower Building, 700 Fifth Avenue, Seattle, WA 98104 from 8:30 AM – 10:00 AM. Seattle Public Utilities will review the scope of work, consultant expectations, and answer questions from the prospective bidders. Time will be allocated for prospective bidders to network with each other and discuss teaming arrangements. Although attendance at this meeting is not mandatory, attendance is highly encouraged.

Written questions related to this RFP are encouraged and shall be directed to Lisa Hill, Contract Administrator & SPU’s designated contact person, at lisa.hill@seattle.gov . In order to facilitate preparation of responses to questions, please submit questions by no later than 2:00 PM on Tuesday, July 10, 2018. All responses to questions will be issued to all RFP recipients in the form of an addendum to this RFP. Addenda will be posted at https://www.ebidexchange.com/seattle.
