Commercial Outreach & Technical Assistance
SPU RFQ/Contract #18-055-S

Seattle Public Utilities (SPU) is requesting proposals from Consultant Teams qualified in doing education and outreach work. The work is to deliver SPU environmental education programs to commercial, and in some cases multi-family, customers across SPU’s Drainage and Wastewater, Solid Waste, and Water lines of business (LOBs). Commercial sector outreach enables SPU to build and maintain valuable relationships with commercial customers to achieve our business objectives, an integral part of becoming a community-centered utility. The technical assistance work helps SPU implement the Public Health and Environment focus of the SPU Strategic Business Plan for wastewater/stormwater source control, solid waste reduction and recycling, and water conservation.

The scope includes, but is not limited to, designing outreach or public relations materials, such as flyers, brochures, and web content; in-person outreach to businesses across lines of business, attendance at business events and workshops, and technical assistance to help business customers implement best management practices; working with a customer relationship management (CRM) software; and designing and implementing effective performance monitoring and program evaluation.

This will be a five-year contract from January 2019 through December 2023. In keeping with the on-demand nature of the outreach work, the Consultant Team will need to be flexible to meet the timing and intensity of work and the ongoing management of core outreach activities. The combined budget for the LOB’s is estimated at $2.8 mil over five years. Each LOB budget will be tracked seperately.

The deadline for submitting Proposals is 4:00 PM, Monday, September 17, 2018, at the 50^th Floor, Seattle Municipal Tower, 700 Fifth Avenue, P.O. Box 34018, Seattle, WA 98104-4018. 

SPU PRE-SUBMITTAL CONFERENCE: A pre-submittal conference will be held on Monday, August 27, 2018, in Conference Room SMT 4901 (49th Floor) of the Seattle Municipal Tower Building, 700 Fifth Avenue, Seattle, WA 98104 from 10:30 AM – 12:00 PM. Seattle Public Utilities will review the scope of work, consultant expectations, and answer questions from the prospective bidders. Time will be allocated for prospective bidders to network with each other and discuss teaming arrangements. Although attendance at this meeting is not mandatory, attendance is highly encouraged.

Written questions related to this RFP are encouraged and shall be directed to Sherry Parker, Contract Administrator & SPU’s designated contact person, at sherry.parker@seattle.gov. In order to facilitate preparation of responses to questions, please submit questions by no later than 2:00 PM on Tuesday, September 4, 2018.
