Title:     Sea Level Rise Adaptation Strategy for the Duwamish Valley
Proposal Due Date:  Submissions are due June 13, 2022, by 4:00 p.m. Pacific Time unless amended by addenda.

The City of Seattle (City) Office of Sustainability & Environment (OSE) is seeking a qualified consultant team to establish a vision and strategy for sea level rise adaptation infrastructure—in partnership with the impacted communities—as part of a holistic strategy in support of creating a Duwamish Valley Resilience District (DVRD). 

A “Resilience District” is a geographic strategy, focused on adapting to flood risk and other climate change impacts, as part of a comprehensive approach to enable residents and businesses to thrive in place.

The selected consultant will lead adaptation infrastructure planning to address climate change impacts, primarily sea level rise (SLR) related flooding, and deliver a vision and accompanying implementation strategy. The work under this solicitation includes educating stakeholders about SLR adaptation, helping to establish guiding principles that centers the voices and needs of Black, Indigenous, and people of color (BIPOC), individuals with low incomes, and businesses most affected by SLR in decision-making. This will require the Consultant to work closely with the City team and other consultants not part of this solicitation (community engagement, financing, and organizational development) to both co-design processes and undertake the work. This work will be managed through a partnership with the Office of Planning & Community Development, and Seattle Public Utilities. 

Optional Pre-Proposal Meeting: The City will host an online optional, pre-proposal meeting on Thursday, May 26, 2022, at 1:00 p.m. Pacific Time. Please notify City contacts of your interest in attending the pre-proposal meeting, so that they can provide you with a link to the meeting and manage any technical issues that arise.

Project Budget:  $98,500

The City has also applied for a Federal Emergency Management Administration Building Resilient Infrastructure and Communities grant to advance the vision and to preliminary (5%) design. If the City receives the grant, the City may amend the contract with the successful consultant to include the preliminary design.
