 Title: CLOSED-Financial Management & Accountability Program (FinMAP) RFP-FAS-2011-059

Project Description: There are three specific projects within the RFP. The first two projects focus on the City of Seattle’s Procure-to-Pay process with a current state discovery project and a future state analysis project to detail out the organizational change, policy and procedure changes, business process changes and system changes from the recommendations of the Procure-to-Pay Current State project. The third project looks at the recommendations from the Accounting Process Review project and develops the organizational change, policy and procedure changes, business process changes and system changes necessary to move forward with a standardized use of the Project Cost module in the Oracle/PeopleSoft system.

The completion of the three projects in 2012 will give the City a change plan for upgrading the Oracle/Peoplesoft system to the next release with complete business process realignment to standardized citywide financial management policies and procedures in the new system. These projects are the foundation for allowing the City to increase operational efficiency, improve our transparency and accountability and begin to give the City quicker access to citywide information.
The projects are necessary to identify the business process changes, organizational changes, standards, policies and procedures to move towards a more standardized Oracle/PeopleSoft financial system with the goal of removing as many customizations as possible while striking a balance between department operational needs and the overall City need for standard financial management policies and practices.

This is not an Oracle/PeopleSoft Financials System upgrade project. Any decision to proceed with an upgrade to the system will include information as a result of this project but will be made separately from this project.
