REQUEST FOR QUALIFICATIONS
for
Benthic Macroinvertebrate Sampling Project

The City of Seattle, Seattle City Light Department (“SCL”), seeks to engage a consultant to provide consulting services is below as the following:

Seattle City Light (SCL) is seeking a qualified consultant team to assist in the development of a sampling plan and to conduct benthic macroinvertebrate sampling in specified areas of SCL’s Bounday Dam project vicinity, in northeastern Washington State. The contract is anticipated to be for two (2) seasons (late summer through early winter). The field work will consist of sampling at approximately 50 sites throughout tributary watersheds in the Boundary Project area. We anticipate field work beginning in mid-August and to be completed by late September. Field work will be followed up with laboratory analysis of samples collected, and writing a detailed final report synthesizing key findings. A series of geo-referenced figures of each sampling location and samples collected will be created, along with an electronic relational database for all data collected.

SCL is seeking qualified firms to provide the following:

The term of the contract shall extend from the date of execution by the Superintendent of Seattle City Light, or designee, through March 2015. City Light has not identified a budget for this project but estimates the contract to be $250,000.00.

SCL, may at its option amend the original contract for scope, time, and funding, subject to the continuing appropriation authority by the Seattle City Council.

The City’s proposed schedule is outlined in the RFQ.

The contract that is awarded as a result of this RFP will be awarded in a manner that will comply with all applicable laws of the United States, State of Washington, the City Charter, and Ordinances of the City of Seattle.

“WOMEN AND MINORITY AFFIRMATIVE EFFORTS REQUIREMENTS: All proposals are required to meet the Affirmative Efforts requirements as specified in the RFQ/RFP. An Outreach Plan will be required for the top rated consultant(s).”
