REQUEST FOR QUALIFICATIONS
for
Ross DamACDC Electrical and Related System Improvements

The City of Seattle, Seattle City Light Department (“SCL”), seeks to engage a consultant to provide consulting services for electrical engineering to design a replacement system.

SCL is seeking qualified firms to provide the following: to provide an assessment of existing conditions, develop alternative routes and distribution schemes; evaluate constructability, code compliance, safety and other variables consistent with developing a 30 year Master Plan. Also, to upgrade the electrical infrastructure at Ross Dam to current industrial standards. This project will evaluate several options to route new feeders through the service tunnel, under water or overland to feed a replacement distribution system to serve existing and future equipment, lighting, controls, communications, and emergency lighting.

The term of the contract shall extend from the date of execution by the General Manager and Chief Executive Officer of Seattle City Light, or designee, through December 31, 2015. City Light estimates the contract to be $400,000.00 for this Scope of Work.

SCL, may at its option amend the original contract for scope, time, and funding, subject to the continuing appropriation authority by the Seattle City Council.

The City’s proposed schedule is outlined in the RFQ.

The contract that is awarded as a result of this RFQ will be awarded in a manner that will comply with all applicable laws of the United States, State of Washington, the City Charter, and Ordinances of the City of Seattle.

WOMEN AND MINORITY AFFIRMATIVE EFFORTS REQUIREMENTS: All proposals are required to meet the Affirmative Efforts requirements as specified in the RFQ/RFP. An Outreach Plan will be required for the top rated consultant(s).”
