Residential Behavior – Influencing Energy Conservation Program
Solicitation# SCL ‐ 11654
The City of Seattle, Seattle City Light Department (“SCL”), seeks to engage a consultant to provide consulting services to effectively engage customers in a way that results in quantifiable behavior‐based energy efficiency.
SCL is seeking qualified firms to provide the following:

Support customers in their efficiency efforts.

Educate and motivate customers to reduce their use of energy in general and electricity in particular.

Employ strategies and tactics to increase customer engagement with City Light, and increase awareness of the benefits and appropriate uses of efficient technologies and behaviors.

Increase customer awareness of and participation in Seattle City Light efficiency rebates, and awareness of City Light’s role as a leader in energy efficiency.

Increase customer adoption of efficient technologies and behaviors.

Capture cost ‐effective electrical energy savings in residential lighting, space heating, heated water, plug loads, and stand‐by power.
-
Provide a behavior ‐based energy efficiency program to SCL customers including, as possible, hard‐to‐reach communities and customers who may particularly benefit from cost savings from added efficiency.

Adopt a program approach that can be replicated and extended for additional savings over time.
-
Support other SCL and regional efficiency programs through marketing and education.

Explore opportunities to include Puget Sound Energy natural gas information as a more holistic approach and as an opportunity to coordinate regional messaging and possibly share program costs.
The term of the contract shall extend from the date of execution by the Superintendent of Seattle City Light, or designee, through March 31, 2016. City Light has identified a budget for this project of $400,000.00 per year.
SCL, may amend the original contract for scope, time, and funding, subject to the continuing appropriation authority by the Seattle City Council.

The City’s proposed schedule is outlined in the RFP.
The contract that is awarded as a result of this RFP will be awarded in a manner that will comply with all applicable laws of the United States, State of Washington, the City Charter, and Ordinances of the City of Seattle.
“WOMEN AND MINORITY AFFIRMATIVE EFFORTS REQUIREMENTS: All proposals are required to meet the Affirmative Efforts requirements as specified in the RFQ/RFP. An Outreach Plan will be required for the top rated consultant(s).”
