Wood Pole Test and Treat
SCL-11120
The City of Seattle, Seattle City Light Department (“SCL”), seeks to engage a consultant to provide inspection and assessment services along with life‐extending treatment to Seattle City Light’s wood pole infrastructure. This marks the continuation of our multi‐year cyclical “Wood Pole Test and Treat” program that will visit about 2/3 of City Light’s infrastructure over a six (6) year period.
SCL is seeking qualified firms to provide the following:
- Professional, reliable and high‐quality inspection of its wood poles each year for up to six (6) years.
- Reliable reporting on the condition of its wood poles and recommendations on follow‐up maintenance or replacement activities in the context of the NESC 214 guideline and industry best practices.
- Life extension of treated poles commensurate with the specified preservative methodology.
- Competitive pricing and maximum value for City Light and its customers.
- Accurate recording, management and submittal of all relevant data in a format specified by City Light that will facilitate uploading into City Light’s Work and Asset Management System (WAMS).
- Compliance with all applicable environmental and safety requirements and guidelines.
- Compliance with WMBE Inclusion Plan goals.
The term of the contract shall extend from the date of execution by the General Manager and Chief Executive Officer of Seattle City Light, or designee, through December 31, 2019. City Light has identified a budget for this project but estimates the contract to be $675,000.00 per year for the initial two (2) years of this project.
SCL, May at its option, amend the original contract for scope, time, and funding, subject to the continuing appropriation authority by the Seattle City Council.

The City’s proposed schedule is outlined in the RFP.
The contract that is awarded as a result of this RFP will be awarded in a manner that will comply with all applicable laws of the United States, State of Washington, the City Charter, and Ordinances of the City of Seattle.
“WOMEN AND MINORITY AFFIRMATIVE EFFORTS REQUIREMENTS: All proposals are required to meet the Affirmative Efforts requirements as specified in the RFQ/RFP. An Outreach Plan will be required for the top rated consultant(s).”
