Scope of Work: The City of Seattle is requesting proposals from qualified providers of medical bill review and utilization review services to support the bill adjudication activities of the City of Seattle’s Personnel Department. The City is self-insured and self-administered for workers’ compensation (WC), and all City workers’ compensation (WC) claims are adjudicated in accordance with Washington industrial insurance statutes under the oversight of the Washington Department of Labor and Industries (L&I). The Workers’ Compensation Unit in Personnel’s Employee Health Services Division manages all WC claims and approves associated medical services and bills; most bills are then re-priced per the State Medical Fee Schedule and paid by the Financial Services Unit in Personnel. Overall, the City pays bills on approximately 1,250 to 1,550 claims filed annually from its workforce of approximately 10,800 regular and 200 temporary employees, including but not limited to police, firefighters and utility workers.
