REQUEST FOR PROPOSALS
For
Installation of Water Quality Monitoring Stations & Water Quality Monitoring
The City of Seattle, Seattle City Light Department (“SCL”), seeks to engage a consultant to provide consulting services to provide the following:
Seattle City Light (“SCL”), seeks the technical expertise of a Consultant to implement a water quality monitoring program in the Pend Oreille River located in Pend Oreille County of northeastern Washington state for up to 5 years. This work is required pursuant to the Federal Energy Regulatory Commission’s (FERC) License 2144 for the City’s Boundary Hydroelectric Project (“the Project”). Specifically, SCL seeks expertise in the installation of water quality monitoring equipment at designated locations in the Pend Oreille River, periodic downloading of water quality data along with routine inspection and field maintenance of the water quality monitoring equipment and submittal of data to SCL.
SCL is seeking qualified firms to provide the following:
The term of the contract shall extend from the date of execution by the General Manager & Chief Executive Officer of Seattle City Light, or designee, through March 31, 2019.
SCL, may at its option amend the original contract for scope, time, and funding, subject to the continuing appropriation authority by the Seattle City Council.

The City’s proposed schedule is outlined in the RFP.
The contract that is awarded as a result of this RFP will be awarded in a manner that will comply with all applicable laws of the United States, State of Washington, the City Charter, and Ordinances of the City of Seattle.
“WOMEN AND MINORITY AFFIRMATIVE EFFORTS REQUIREMENTS: All proposals are required to meet the Affirmative Efforts requirements as specified in the RFQ/RFP. An Outreach Plan will be required for the top rated consultant(s).”
