NOTICE TO CONSULTANTS
The City of Seattle Public Utilities (SPU) is requesting proposals from qualified consultants for phased engineering services for a project to construct a basin-wide stormwater treatment facility. The initial scope of work will include Jar Testing, Pilot Testing of candidate treatment technologies and Options Analysis to develop options and select a preferred alternative. The contract may be amended to include future services including Design, and Construction support, and Operational support.
Consultant expertise is required in:
- Planning and design of stormwater and wastewater treatment facilities in the region;
- Local stormwater characteristics and how they affect the design and operation of a municipal stormwater system;
- Creating control strategies for complex hydraulic facilities.
The estimated cost of the Options Analysis contract is $750K to $1M with the time performance for this phase expected to complete by May 31, 2018. The estimated total value of all phases of the SPWQF contract is currently estimated at $4.5M to $6M, with a final completion date of approximately December 30, 2022.

An SPU Pre-Submittal Conference for prospective bidders will be held on Friday, October 16, 2015 in Conference Room 1610 (16th Floor) of the Seattle Municipal Tower Building, 700 Fifth Avenue, Seattle, WA 98104, from 1:45 PM to 3:30 PM. Seattle Public Utilities will review the scope of work, consultant expectations, and answer questions from the prospective bidders. Time will be allocated for prospective bidders to network with each other and discuss teaming arrangements. Although attendance to this meeting is not mandatory, attendance is highly encouraged.
