for
ON-CALL TECHNICAL ASSISTANCE, FIELD SERVICES, AND PROGRAM SUPPORT TO ENHANCE CONSERVATION FIELD OPERATIONS PROGRAMS AND SERVICES.

The City of Seattle, Seattle City Light Department (“SCL”), seeks to engage a consultant to provide the following on-call consulting services:

A. Technical and analytical support for energy conservation projects or programs. This focus area will primarily support the Conservation Field Operations Unit that serves larger commercial/industrial customers, but also serves the multifamily sector. Within the Scope of Work, we have identified Specific Areas of Service A – D to support this group and their programs.

B. Technical and analytical support for the Lighting Design Lab to provide service to the broader lighting-oriented design community. Within the Scope of Work, we have identified Specific Areas of Service E – I to support the Lighting Design Lab.

The term of the contract shall extend from the date of execution by the General Manager and Chief Executive Officer of Seattle City Light, or designee, through December 31, 2018. City Light has identified an estimated budget for this project of $2,000,000.

SCL may at its option, amend the original contract for scope, time, and funding, subject to the continuing appropriation authority by the Seattle City Council.

The City’s proposed schedule is outlined in the RFQ.

The contract that is awarded as a result of this RFQ will be awarded in a manner that will comply with all applicable laws of the United States, State of Washington, the City Charter, and Ordinances of the City of Seattle.

The following language must be included in all RFQ Advertisements for consultant services expected to cost $250,000 (2008 dollars) or more.

“WOMEN AND MINORITY AFFIRMATIVE EFFORTS REQUIREMENTS: All proposals are required to meet the Affirmative Efforts requirements as specified in the RFQ/RFP. An Outreach Plan will be required for the top rated consultant(s).”
