Applicants shall not interfere in any way to discourage other potential and/or prospective applicants from applying or considering an application process. Prohibited contacts includes but is not limited to any contact, whether direct or indirect (i.e. in writing, by phone, email or other, and by the applicant or another person acting on behalf of the applicant), to a potential firm or individual that may discourage or limit competition. If such activity is evidenced to the satisfaction and in sole discretion of the City Purchasing Manager, the applicant that initiates such contacts may be rejected from the process.
The City of Seattle would like to emphasize that this is a new and open RFQ process and the City encourages all interested organizations and individuals meeting the minimum qualifications to apply. In the 2016 City of Seattle budget, the Mayor and City Council, in their ongoing emphasis on spending City resources effectively and maximizing public benefit, moved state advocacy contracting funding and oversight to the Office of Intergovernmental Relations (OIR), and directed the department to publish an open request for proposals/qualifications. Please see the exact budget amendment language below:
“The 2016 Proposed Budget would move the oversight of all human services advocacy funding [from] HSD to OIR. OIR will publish a Request for Proposals (RFP) for these human services advocacy contracts. The new contract(s) will be designed to meet the City’s current human services advocacy needs, include clear direct advocacy objectives at the state and/or federal level, and outline expected quarterly deliverables.”
