Scope of Work: City of Seattle is seeking qualifications from consultants or consultant teams for preparation of an Environmental Impact Statement (EIS) evaluating the implementation of a proposed Mandatory Housing Affordability (MHA) program. In September, 2014, Mayor Murray and City Council called together leaders in Seattle to develop a bold agenda for increasing the affordability and availability of housing by convening a Housing Affordability and Livability Agenda (HALA) Advisory Committee. The MHA program is one of the HALA recommendations the City is now seeking to put in place. The EIS will evaluate the potential environmental impacts of the program in areas outside of Downtown and South Lake Union, including any associated zoning or land use code changes.
