NOTICE TO CONSULTANTS
Request for Proposals (RFP) for

                                                                                               

SPU CSO Reduction Program Support Services
SPU RFP/Contract# 15-187-S

Seattle Public Utilities (SPU) is seeking proposals for as-needed programmatic services to support the successful completion of its Combined Sewer Overflow (CSO) Reduction Program, the goal of which is to control discharges from all CSO outfalls by 2030, per the July 3, 2013, Consent Decree with U.S. Environmental Protection Agency, Department of Justice, and the Washington Department of Ecology.

A consultant team has provided programmatic support for the CSO Reduction Program since 2008. The focus of their contract has been managing the program during preliminary engineering, design, and construction of multiple CSO reduction projects. Specific services have included development of a Program Management Implementation Plan; development of programmatic preliminary engineering, design, and construction phase tools; and development and updating of detailed project delivery schedules.

As the program has progressed, the need for consultant services has evolved. SPU needs ongoing, but limited, program management support, and increasingly needs support to help plan for the commissioning, startup, operation and maintenance of the new types of assets that are being designed and constructed. SPU will procure one consultant team to provide services to plan for commissioning, startup, operation and maintenance on an on-call basis via Work Assignments.

The total of all work assigned under this contract is estimated to be up to $10M, with a range of $3M to $5M the first 5 years (2016-2020), and $3M to $5M the second 5 years (2021-2025) provided that the contract is continued and amended to extend over all 10 years. As with all on-call contracts work is not guaranteed.

The deadline for submitting Proposals is 2:00 PM, Wednesday, April 27, 2016, at the 50th Floor, Seattle Municipal Tower, 700 Fifth Avenue, P.O. Box 34018, Seattle, WA 98104-4018.

A SPU Pre-Submittal Conference for prospective proposers will be held on Thursday, April 7, 2016 in Conference Room SMT 4901 (49th Floor) of the Seattle Municipal Tower Building, 700 Fifth Avenue, Seattle, WA 98104, from 3:00 PM to 4:30 PM. Seattle Public Utilities will review the scope of work, consultant expectations, and answer questions from the prospective proposers. Time will be allocated for prospective proposers to network with each other and discuss teaming arrangements as needed. Although attendance to this meeting is not mandatory, attendance is highly encouraged.
