REQUEST FOR QUALIFICATIONS

for

SCL-RFQ-CC2016-018, BOUNDARY LY07 RECREATION SITE IMPROVEMENTS

The Boundary Hydroelectric Project (FERC No. 2144) (Project) is owned and operated by Seattle City Light (City Light) under a license administered by the Federal Energy Regulatory Commission (FERC). The Project is located in northeast Washington on the Pend Oreille River in Pend Oreille County and was constructed in the mid-1960s. The current 42-year FERC license was awarded on March 20, 2013.

The Project occupies an important regional niche in the provision of outdoor recreation opportunities, in particular water-based and water-enhanced opportunities, in a highly scenic, uncrowded setting. As part of a comprehensive protection, mitigation, and enhancement program under the FERC license, City Light, in coordination with the Recreation Resources Work Group (RRWG), is required to develop a number of new Project recreation facilities or modify existing ones.

City Light is seeking to hire through this RFQ a consultant with expertise and related experience in planning and designing outdoor recreation-related facilities, including trailheads, viewpoints, portage trails, and dispersed campsites.

The term of the contract shall begin on the date of execution by the General Manager and CEO of Seattle City Light, or designee, and is expected to continue through December 31, 2017. City Light has identified a budget of $175,000 for this project.

Seattle City Light may, at its option, amend the original contract for scope, time, and funding, subject to the continuing appropriation authority by the Seattle City Council.
