SCL RFP #1600510 ROSS DAM POWER TUNNELS INSPECTION
Periodic power tunnel and penstock inspections are required in order to comply with recommendations by the Federal Energy Regulatory Commission (FERC) and City Light’s Dam Safety Surveillance and Monitoring Plan (DSSMP). The DSSMP requires that the power tunnels and penstocks be inspected at least every five years. The Ross power tunnels and penstocks were last inspected in 2008 and 2009. The last inspection was completed by draining the power tunnels and physically walking the length of the tunnels.
Current best practice for power tunnel inspections recommends the power tunnel not be dewatered to complete the inspection. In addition, technology has advanced to the point where detailed inspections can be completed by remote operated vehicles (ROVs) or similar. This scope of services requires the usage of state-of-the art technology and advanced inspection techniques to inspect the power tunnels and penstocks under full hydraulic head.
The purpose of this contract and scope of services is to hire a consultant to inspect the power tunnels, penstocks, head gates, and butterfly valves associated with Seattle City Light’s (City Light’s) Ross Dam and Powerhouse.
The term of the contract shall begin on the date of execution by the General Manager and CEO of Seattle City Light, or designee, and is expected to continue through April 2017. City Light has identified a budget of approximately $90,000 for this project.
Seattle City Light may, at its option, amend the original contract for scope, time, and funding, subject to the continuing appropriation authority by the Seattle City Council.

The contract that is awarded as a result of this RFP will be awarded in a manner that will comply with all applicable laws of the United States, State of Washington, the City Charter, and Ordinances of the City of Seattle.
