For
ON-CALL ENVIRONMENTAL SERVICES
City Light seeks to engage a consultant to provide services including, but not limited to, environmental field investigations and analyses, contaminated site evaluation/cleanup oversight, and environmental permitting to support its Environmental Affairs Division (“EAD”), on an on-call basis.
Minimum Qualifications for this Contract include:
– Consultant must have a local office within 35 miles (driving distance) of downtown Seattle. This office must be the primary office utilized for this contract.
– Consultant must have successfully performed at least one contract with a public agency of similar size to the City of Seattle.
– Primary Consultant must have demonstrated experience in the areas of discipline indicated in the Scope of Work (e.g., Geology, Hydrogeology, Chemistry, Biology, Engineering, etc.).
City Light will typically require these services in the following circumstances:
- When construction projects involve soil or debris removal.
- During property transactions (sale/transfer of surplus properties).
- When spills of oil and other hazardous materials occur on a project site.
- When historical spills are discovered on City Light property.
- For unexpected or for small, short-term monitoring projects.
- When EAD requires assistance to carry out environmental permitting and/or State Environmental Policy Act (SEPA) review process for City Light projects.
- Scientific, investigative, or engineering analysis.
City Light also anticipates cleanup planning and activities under the resultant contract, which will be for relatively small sites where Voluntary Washington Model Toxics Control Act (MTCA) cleanups may be conducted.
The selected consultant(s) must be prepared to provide immediate on-call sampling services 24 hours per day, 7 days per week. SCL will require two or more off-hour contacts from the consultant.
The specific scope of work, project schedule, due dates for deliverables, and costs will be developed and negotiated for each Work Authorization issued under the On-Call Contract.
The term of the contract shall extend from the date of execution by the General Manager and Chief Executive Officer of Seattle City Light, or designee, for a period of three (3) years. City Light has identified a budget for this project of not to exceed $700,000.
SCL, may at its option amend the original contract for scope, time, and funding, subject to the continuing appropriation authority by the Seattle City Council.

The contract that is awarded as a result of this RFQ will be awarded in a manner that will comply with all applicable laws of the United States, State of Washington, the City Charter, and Ordinances of the City of Seattle.
“WOMEN AND MINORITY AFFIRMATIVE EFFORTS REQUIREMENTS: All proposals are required to meet the Affirmative Efforts requirements as specified in the RFQ. An Outreach Plan will be required for the top rated consultant(s).”
