Hydro Generating Units 51, 52 and 54 Overhaul: Engineering Assessment/Scoping, Design Criteria Development, & Construction Administration Services
The City of Seattle, Seattle City Light Department (“SCL”), seeks to engage a consultant to provide technical, construction and project management support in the planning, construction and commissioning of overhauls of three generators at the Boundary Hydroelectric Plant.
SCL is seeking qualified firms to provide technical expertise to support Seattle City Light’s efforts to overhaul three fifty year old hydro generators rated 150 MVA (approximate) located in northeastern Washington. This shall include:
- Assess current generator conditions,
- Scope and evaluate generator and equipment upgrades,
- Prepare technical specifications for an anticipated design-build contract,
- Provide technical support during design, construction and commissioning, and
- Provide project management, construction administration and data management services.
The overall three Phase project contract amount is estimated at $3,100,000. The overall duration of the entire contract will extend from the third quarter of 2016 to the end of 2022. As a result of this RFQ, SCL will award a contract for Phase 1; Condition Assessment and Scoping Report which is estimated to be approximately $500,000. Subsequent phases will be awarded in future years.
SCL may, at its option, amend the original contract for scope, time, and funding, subject to the continuing appropriation authority by the Seattle City Council.

The City’s proposed schedule is outlined in the RFQ.
The contract that is awarded as a result of this RFQ will be awarded in a manner that will comply with all applicable laws of the United States, State of Washington, the City Charter, and Ordinances of the City of Seattle.
“WOMEN AND MINORITY AFFIRMATIVE EFFORTS REQUIREMENTS: All proposals are required to meet the Affirmative Efforts requirements as specified in the RFQ. An Outreach Plan will be required for the top rated consultant(s).”
