NOTICE TO CONSULTANTS

Request for Qualifications (RFQ) for
                                                                                               

SPU Sewer Relining Program
SPU RFQ/Contract# 16-019-S

The City of Seattle Public Utilities (SPU) is requesting qualifications from qualified consultants to provide additional resources for SPU to deliver its Sewer Lining Program. Historically, SPU has performed the work of the Sewer Lining Program with in-house staff; however, in-house staff does not have the required resource capacity to complete the additional work as annual Sewer Lining Program expenditures increase.

This contract scope will focus on design work for pipe lining. Some incidental point sewer repair design associated with the lining work may also be required.  The work will be assigned via a Work Assignment process to develop contract packages which may consist of up to 500 Work Order packages. One WO package is produced per sewer deficiency location and provides documents related to the deficiency and sewer system information at that location.  The WO Package typically includes a CCTV inspection report, description of the sewer defect, GIS site maps, and a Maximo report and side sewer card.

The consultant contract is considered an on-call contract where work is assigned through a Work Assignment process. Work Assignments are anticipated to be executed at least annually. SPU desires to procure a Consultant team to provide design, construction support, and closeout phase support to SPU for its Sewer Lining Program. The contract is anticipated to be for an initial period of three (3) years with an option to extend the contract for up to two (2) years. The total contract amount for the first three (3) years may be up to $2.4 million dollars. The contract may be extended two (2) years at $2 to $4 million dollars per year.

The deadline for submitting Qualifications is 2:00 PM, Wednesday, July 20, 2016, at the 50th Floor, Seattle Municipal Tower, 700 Fifth Avenue, P.O. Box 34018, Seattle, WA 98104-4018.

A SPU Pre-Submittal Conference for prospective bidders will be held on Wednesday, June 29 2016 in Conference Room SMT 1610 (16th Floor) of the Seattle Municipal Tower Building, 700 Fifth Avenue, Seattle, WA 98104, from 8:30 AM to 10:00 AM. Seattle Public Utilities will review the scope of work, consultant expectations, and answer questions from the prospective bidders. Time will be allocated for prospective bidders to network with each other and discuss teaming arrangements. Although attendance to this meeting is not mandatory, attendance is highly encouraged.
