REQUEST FOR STATEMENT OF PROPOSALS
CONSULTANT SERVICES 

SDOT 17-028 Real Property Appraisals On-Call Contracts
For
Locally Funded Projects

 The City of Seattle, through Seattle Department of Transportation, requests proposals from qualified consultants for solicitation 17-028 Real Property Appraisals On-Call for Locally Funded Projects.

 Two contracts will be awarded for up to $500,000 each, for a period of 3 years.

Provide right of way appraisal services on an On-Call basis.   Services will be provided in a series of Work Authorizations. Each Work Authorization will consist of specific scopes of work, milestones, deliverables and budgets. Anticipated scope of work includes but is not limited to the following services:

Consultant shall develop: project funding estimates, true cost estimates, appraisals, appraisal reviews, administrative offer summaries, cost to cure bids, and market analysis for property acquisitions, surpluses and sales.

These services will be provided in compliance with Federal, State and local laws, including, but not limited to, the Uniform Act 42 U.S. Code Chapter 61, WSDOT Local Agency Guidelines, RCW 8.26 and any Seattle Municipal Code applicable to appraisals. Appraisal work will be required to be done in a manner that maintains eligibility for federal funding.

SDOT has identified all the above services as core functions in the scope of work for this contract.

A core function is any element of a scope of work which SDOT is certain will be performed and completed through all phases of this Contract.  Consultants shall focus on the core functions when developing meaningful and realistic integration of WMBE roles in proposed Inclusion Plans.

These services will be provided in compliance with Federal, State and local laws, including, but not limited to, the Uniform Act 42 U.S. Code Chapter 61, WSDOT Local Agency Guidelines, RCW 8.26 and any Seattle Municipal Code applicable to appraisals. Appraisal work will be required to be done in a manner that maintains eligibility for federal funding.
