NOTICE TO CONSULTANTS
Request for Qualifications (RFQ) for

                                                                                               

Solid Waste Commercial and Residential Engagement
SPU RFQ/Contract# 16-156-S

The City of Seattle Public Utilities (SPU) is requesting qualifications from qualified consultants to provide culturally appropriate, in-language solid waste education and technical assistance for Seattle’s immigrant and refugee residential communities and businesses.

The contract scope will focus on providing effective and in-language technical assistance, outreach, and education in Vietnamese, Mandarin, Cantonese, Spanish, Korean, Somali, and Amharic. Additional desired language skills include: Hindi, Punjabi, Thai, Arabic, Russian, Khmer, Oromo, Tigrigna, and Tagalog.  Consultant team members proficient in these languages are preferred and specific language needs will vary on an annual basis, as directed by the SPU Contract Manager.  The Consultant Team is expected to provide expertise in how best to communicate SPU’s solid waste content to immigrant and refugee communities in effective and culturally appropriate ways.

The consultant contract will be a (maximum) five (5) years with an estimated contract value of up to $650,000.

The deadline for submitting Qualifications is 2PM, Friday, December 8, 2017, at the 50th Floor, Seattle Municipal Tower, 700 Fifth Avenue, P.O. Box 34018, Seattle, WA 98104-4018.

SPU PRE-SUBMITTAL CONFERENCE: A Pre-Submittal Conference will be held on Monday, November 13, 2017 in Conference Room SMT 4050/60 (40th Floor) of the Seattle Municipal Tower Building, 700 Fifth Avenue, Seattle, WA 98104, from 12-1PM. Seattle Public Utilities will review the scope of work, consultant expectations, and answer questions from the prospective bidders. Time will be allocated for prospective bidders to network with each other and discuss teaming arrangements. Although attendance to this meeting is not mandatory, attendance is highly encouraged.

Written questions related to this RFQ are encouraged and shall be directed to Jamie Cortez, Contract Administrator at jamie.cortez@seattle.gov. Please submit questions by no later than 12PM on Friday, December 1, 2017. All responses to questions will be issued to all RFQ recipients in the form of an addendum to this RFQ.
