Request for Proposals (RFP) for
                                                                                               

Take Winter by Storm Regional Winter Weather Preparedness Campaign
SPU RFP/Contract# 17-134-S

 Seattle Public Utilities (SPU) is requesting proposals from qualified marketing and communications firms for a new five-year contract to support and manage the annual Take Winter by Storm (TWBS) regional winter weather preparedness campaign. This campaign is managed by Seattle Public Utilities which oversees all monies and campaign oversight on behalf of the regional partnership which consists of the City of Seattle, King County, a few other local government jurisdictions, and individual corporations and foundations, such as State Farm.

SPU has managed the campaign since its inception in 2005. Funding for the campaign is based on annual financing and in-kind commitments from the regional partnership members. The funding amount can increase or decrease, depending on the number of members and individual resources in any given year. The funds are used to pay for all campaign costs including, but not limited to, advertising, social media, community engagement, and consultant fees. The total amount of funds for past campaigns has ranged between $150,000 to $350,000 per year.

The deadline for submitting Proposals is 2:00 PM, Thursday, March 29, 2018, at the 50th Floor, Seattle Municipal Tower, 700 Fifth Avenue, P.O. Box 34018, Seattle, WA 98104-4018.

SPU PRE-SUBMITTAL CONFERENCE: A pre-submittal conference will be held on Thursday, March 8, 2018, in Conference Room SMT 4901 (49th Floor) of the Seattle Municipal Tower Building, 700 Fifth Avenue, Seattle, WA 98104 from 2:00 PM – 3:00 PM. Seattle Public Utilities will review the scope of work, consultant expectations, and answer questions from the prospective bidders. Time will be allocated for prospective bidders to network with each other and discuss teaming arrangements. Although attendance at this meeting is not mandatory, attendance is highly encouraged.

Written questions related to this RFP are encouraged and shall be directed to Lisa Hill, Contract Administrator & SPU’s designated contact person, at lisa.hill@seattle.gov . In order to facilitate preparation of responses to questions, please submit questions by no later than 3:00 PM on Tuesday, March 13, 2018. All responses to questions will be issued to all RFP recipients in the form of an addendum to this RFP. Addenda will be posted at https://www.ebidexchange.com/seattle.
