NOTICE TO CONSULTANTS
Request for Proposals (RFP) for
                                                                                               

DWW Vision Plan and Integrated System Plan
SPU RFP/Contract# 18-042-S 

The purpose of this Request for Proposals (RFP) is to select up to two multi-disciplinary consultant team(s) to support development of an innovative, long-range Drainage and Wastewater Vision Plan and Integrated System Plan. This RFP is separated into two packages. Package A includes the DWW Vision Plan; Package B includes the Integrated System Plan. Consultant teams may choose to respond to either one or both packages.

Seattle Public Utilities (SPU) is undertaking an ambitious integrated system planning effort for its drainage and wastewater (DWW) systems. The goal is to direct future investment in Seattle’s drainage and wastewater systems while providing the greatest community value through multiple benefits. SPU is a community-centered utility which means committing to be in relationship with the communities we serve, investing in them and partnering on the design and implementation of our projects and programs to reflect community values. SPU will develop an DWW Vision and Integrated System Plan that will translate this concept into a long-term vision for drainage and wastewater services in Seattle for the next 50 years.

The Drainage and Wastewater Vision Plan (Package A) will set the goals and provide the conceptual backbone for the overall planning effort. The DWW Vision Plan will be developed through involvement and collaboration with our community, City departments, and partner agencies, and organizations. SPU will need to employ innovative approaches and emphasize two-way communication and relationship building to achieve meaningful participation with these diverse stakeholders.

The Integrated System Planning stage (Package B) is a comprehensive effort to plan future actions to address system needs while providing the greatest community value. This effort will integrate planning for SPU’s drainage and wastewater systems and move SPU toward becoming a community-centered utility. The Integrated System Plan will direct near- and long-term investment in the partnerships, programs and projects that will improve the performance and resilience of our drainage and wastewater systems while optimizing social and environmental benefits for the City.

It is anticipated that the contract(s) will be executed by Q1 2019. The majority of the work associated with the DWW Vision Plan (Package A) is anticipated to occur Q1 2019 – Q3 2020. The majority of the work associated with the Integrated System Plan (Package B) is anticipated to occur Q1 2020 – Q4 2022.

The cost of consultant services for the DWW Vision Plan (Package A) is estimated to be $2.0 million. The cost of consultant services for the Integrated System Plan (Package B) is estimated to be $3.0 million. Both projects are anticipated to be complete by Q4 2022.

The deadline for submitting Proposals is 2:00 PM, Wednesday, August 15, 2018, at the 50th Floor, Seattle Municipal Tower, 700 Fifth Avenue, P.O. Box 34018, Seattle, WA 98104-4018.

SPU PRE-SUBMITTAL CONFERENCE: A pre-submittal conference will be held on Monday, July 16, 2018, in Conference Room SMT 4901 (49th Floor) of the Seattle Municipal Tower Building, 700 Fifth Avenue, Seattle, WA 98104 from 2:00 PM – 4:00 PM. Seattle Public Utilities will review the scope of work, consultant expectations, and answer questions from the prospective bidders. Time will be allocated for prospective bidders to network with each other and discuss teaming arrangements. Although attendance at this meeting is not mandatory, attendance is highly encouraged.

Written questions related to this RFP are encouraged and shall be directed to Lisa Hill, Contract Administrator & SPU’s designated contact person, at lisa.hill@seattle.gov. In order to facilitate preparation of responses to questions, please submit questions by no later than 2:00 PM on Monday, July 23, 2018. All responses to questions will be issued to all RFP recipients in the form of an addendum to this RFP. Addenda will be posted at https://www.ebidexchange.com/seattle.
