NOTICE TO CONSULTANTS
Request for Qualifications (RFQ) for

Ship Canal Water Quality Program Construction Outreach and Engagement
SPU RFQ/Contract# SU0-18-212-S

 The City of Seattle Public Utilities (SPU) is requesting qualifications from qualified consultants to provide expertise in design and construction outreach and public relations services for the Ship Canal Water Quality Project. The contract value will be for no more than $900,000 and will include:

Outreach Consultant: Highly-qualified and skilled outreach Consultant (prime) available for immediate work on design, pre-construction and construction outreach for up to six Ship Canal Water Quality Project construction packages. For design outreach, the consultant(s) will lead, plan and/or implement culturally competent design outreach for three primary projects and several small projects. For each construction package, the consultant(s) will develop and implement a construction outreach plan, crisis communications plans, coordinate with SPU staff and contractors, and coordinate activities between construction outreach, design outreach, and public relations strategies.

Public Relations staff or Sub-consultant: Well-qualified and skilled Consultant staff or Sub-Consultant for immediate work on an appropriately-scaled, construction-related public relations for the Ship Canal Water Quality Project. This will include media & hyper-local media relations, social media content and/or campaigns, inter-agency event planning & coordination, public event coordination, marketing campaigns, and, if needed, crisis communications.

The deadline for submitting Qualifications is 2:00 PM, Tuesday, September 11, 2018, at the 50th Floor, Seattle Municipal Tower, 700 Fifth Avenue, P.O. Box 34018, Seattle, WA 98104-4018.

SPU PRE-SUBMITTAL CONFERENCE: A pre-submittal conference will be held on Friday, August 31, 2018, in Conference Room SMT 2750 (27th Floor) of the Seattle Municipal Tower Building, 700 Fifth Avenue, Seattle, WA 98104 from 10:30 AM – 12:00 PM. Seattle Public Utilities will review the scope of work, consultant expectations, and answer questions from the prospective bidders. Time will be allocated for prospective bidders to network with each other and discuss teaming arrangements. Although attendance at this meeting is not mandatory, attendance is highly encouraged.

Written questions related to this RFQ are encouraged and shall be directed to Sher Arciniega, Contract Administrator & SPU’s designated contact person, at sherry.arciniega@seattle.gov . In order to facilitate preparation of responses to questions, please submit questions by no later than 3:00 PM on Tuesday, September 4, 2018. All responses to questions will be issued to all RFQ recipients in the form of an addendum to this RFQ. Addenda will be posted at https://www.ebidexchange.com/seattle.
