NOTICE TO CONSULTANTS
Request for Qualifications (RFQ) for

TOLT DEBRIS BOOM DESIGN SERVICES
SPU RFQ/Contract# 18-225-S

Seattle Public Utilities (SPU) owns and maintains a debris boom that spans the South Fork Tolt Reservoir east of the South Fork Told Dam and captures floating debris that might damage or interfere with the water intakes and morning glory spillway. The debris boom is at or near the end of its design life and, though it is still intact, is known to be damaged in several locations. The Federal Energy Regulatory Commission (FERC), which administers the license that allows the South Folk Tolt Dam and Reservoir site to operate, inspected the site in 2017 and directed SPU to respond with a plan to repair or replace the boom. The selected consultant will assist SPU in identifying and scoping project options, and subsequently developing the design documents for the preferred option and will assist during construction contract bidding and construction administration. The selected consultant will also provide support for permitting and operations manual documentation and develop close-out documentation including record drawings. The contract is intended to be a five-year contract with an estimated contract value of $250,000.

The deadline for submitting Qualifications is 2:00 PM, Tuesday, October 9, 2018, at the 50th Floor, Seattle Municipal Tower, 700 Fifth Avenue, P.O. Box 34018, Seattle, WA 98104-4018.

SPU PRE-SUBMITTAL CONFERENCE: A pre-submittal conference will be held on Thursday, September 27, 2018, in Conference Room SMT 2750 (27th Floor) of the Seattle Municipal Tower Building, 700 Fifth Avenue, Seattle, WA 98104 from 1:30 PM – 3:00 PM. Seattle Public Utilities will review the scope of work, consultant expectations, and answer questions from the prospective bidders. Time will be allocated for prospective bidders to network with each other and discuss teaming arrangements. Although attendance at this meeting is not mandatory, attendance is highly encouraged.

Written questions related to this RFQ are encouraged and shall be directed to Sher Arciniega, Contract Administrator & SPU’s designated contact person, at sherry.arciniega@seattle.gov . In order to facilitate preparation of responses to questions, please submit questions by no later than 3:00 PM on Tuesday, October 2, 2018. All responses to questions will be issued to all RFQ recipients in the form of an addendum to this RFQ. Addenda will be posted at https://www.ebidexchange.com/seattle.
