NOTICE TO CONSULTANTS
Request for Qualifications (RFQ) for
                                                                                               

VALUE MANAGEMENT PROGRAM
SPU RFQ/Contract# 18-021-S

Seattle Public Utilities (SPU) is requesting interested consultants with expertise in Value Engineering/Value Planning (Note: SPU uses the term Value Planning as opposed to Value Analysis) to submit Qualifications to perform on-call Value Engineering and Value Planning studies on SPU projects and programs.

SPU needs to ensure that its projects and programs meet their performance requirements at the lowest lifecycle cost. SPU also needs to ensure high quality and certainty of its project cost estimates.

To meet these objectives, SPU has adopted a formal Value Management (VM) Program which requires selected SPU Projects to go through an independent third-party Value Planning (VP) and/or Value Engineering (VE) review of project function and design to deliver high value to ratepayers. VP and VE studies are common industry practice and typically achieve a very high return on investment. To obtain VM expertise and objectivity, the Project Delivery and Engineering Branch (PDEB) is seeking the creation of multiple Indefinite Delivery, Indefinite Quantity (IDIQ/ On-call) consultant contracts to provide on-call VP and VE services, constructability reviews, probabilistic risk assessments of schedules and cost estimates, and training for staff as applicable.

SPU will select and issue one or more (up to four) contract(s) based upon qualifications received. Upon successful negotiation of rates and fees, SPU will award initial contract(s) each with a 5-year term and a Not to Exceed Contract Value of $1,000,000, neither of which may be amended.

The deadline for submitting Qualifications is 2:00 PM, Thursday, November 15, 2018, at the 50th Floor, Seattle Municipal Tower, 700 Fifth Avenue, P.O. Box 34018, Seattle, WA 98104-4018.

SPU PRE-SUBMITTAL CONFERENCE: A pre-submittal conference will be held on Tuesday, October 30, 2018, in Conference Room SMT 4090 (40th Floor) of the Seattle Municipal Tower Building, 700 Fifth Avenue, Seattle, WA 98104 from 10:30 AM – 12:00 PM. Firms may also participate through Skype at https://meet.seattle.gov/sherry.arciniega/01HH9T7C or join by phone at 206.386.1200 and enter 394616# or 844.386.1200 and enter 394616#. Seattle Public Utilities will review the scope of work, consultant expectations, and answer questions from the prospective bidders. Time will be allocated for prospective bidders to network with each other and discuss teaming arrangements. Although attendance at this meeting is not mandatory, attendance is highly encouraged.

Written questions related to this RFQ are encouraged and shall be directed to Sher Arciniega, Contract Administrator & SPU’s designated contact person, at sherry.arciniega@seattle.gov . To facilitate preparation of responses to questions, please submit questions by no later than 3:00 PM on Friday, November 2, 2018. All responses to questions will be issued to all RFQ recipients in the form of an addendum to this RFQ. Addenda will be posted at https://www.ebidexchange.com/seattle.
