Request for Proposals (RFP) for
                                                                                 

SCWQP Ballard Conveyance Design and Engineering Services
SPU RFP# 18-254-S

Seattle Public Utilities (SPU) is requesting proposals from qualified consultants for design and engineering services for the Ballard Conveyance project that includes project management, geotechnical engineering, engineering design, utility coordination, O&M planning, bid support, permit support, and public outreach support. Ballard Conveyance diverts and controls combined sewer flows from SPU’s Ballard Basin 152 to the Ship Canal Water Quality Project (SCWQP) storage tunnel. The purpose of this project is to collect basin flows that currently overflow through Outfall 152 and bring the Basin into regulatory compliance by reducing the frequency of overflows to an average of one per year on a 20-year rolling average.

The scope of the Ballard Conveyance design contract includes designing a conveyance system to divert and direct flows from SPU’s Ballard Basin 152 to the storage tunnel. The main components of the project include a diversion structure to divert flows from outfall 152, conveyance pipes, a gate valve vault to control flows to the tunnel, and maintenance holes used for accessing and maintaining the system. The scope also includes tasks to support the Wallingford Conveyance project’s in-house designers with hydraulic design, physical modelling, and landscape architecture.

The selected consultant will provide design and engineering services, including engineering support services during the construction phase for both Ballard and Wallingford Conveyance projects. The initial design phase contract is estimated at $3,100,000, not including a planned amendment for engineering services during construction.  The preliminary engineering construction cost estimate for Ballard Conveyance is $16,000,000. This project is anticipated to include federal loans through the Washington Department of Ecology’s State Revolving Fund and the EPA’s Water Infrastructure Finance and Innovation Act (WIFIA).

The deadline for submitting proposals is by 12:00 PM (noon), on Tuesday, December 18, 2018, delivered to the 50th Floor, Seattle Municipal Tower, 700 Fifth Avenue, P.O. Box 34018, Seattle, WA 98104-4018.

An optional Pre-Submittal Conference for prospective proposers will be held on Monday, December 3, 2018 in Conference Room SMT 4803 (48th Floor) of the Seattle Municipal Tower Building, 700 Fifth Avenue, Seattle, WA 98104, from 1:30 PM to 2:30 PM. Seattle Public Utilities will review the scope of work, consultant team expectations, and answer questions from the prospective proposers. Time will be allocated for prospective bidders to network with each other and discuss teaming arrangements. Although attendance to this meeting is not mandatory, attendance is highly encouraged.
