REQUEST FOR STATEMENT OF QUALIFICATIONS
CONSULTANT SERVICES

Project:  SDOT 18-021 Route 40 Northgate to Downtown Transit Improvements 

The City of Seattle, through Seattle Department of Transportation, requests Statements of Qualifications (SOQ) from qualified firms for SDOT 18-021 Route 40 Northgate to Downtown Transit Improvements.  SDOT is seeking consultant services to design and implement transit speed and reliability improvements along route 40 between downtown and Northgate consistent with the 2018 Levy Workplan.  Route 40 is the primary route connecting major destinations in Northwest Seattle including Northgate, Ballard, Fremont, South Lake Union, and Downtown.

The primary purpose of this project is to design and implement bus lanes, channelization and signal optimization for buses, transit signal priority, and potentially implement limited stop consolidation. Where transit improvements are implemented, access to transit and improved safety will be supported within financial constraints. This project may deliver elements funded by other levy programs. An overlapping paving project, which could include full roadway reconstruction, has already been identified as a potential project that may be added to delivery of this project

This procurement seeks services for planning and design of a variety of transit speed and reliability treatments as well as other modifications to the right-of-way. Additional services may include planning and design, paving improvements, signal upgrades, and multimodal improvements. The current project budget is approximately $13-23M with a planned opening date of 2024. Addition of paving or other elements would increase the project budget.

This consultant contract is estimated to be in the range of $1.5M to $2.5M.

The Request for SOQ’s packet includes a more detailed Scope of Work, administrative requirements such as sub-consulting, insurance, selection process, schedule, etc.

Any questions regarding this Request for SOQ’s may be submitted via eBid eXchange.  Response to questions will be provided via eBid.
