SPU On-Call Landscape Architectural Services
SPU RFP/Contract# 19-033-S
The City of Seattle Public Utilities (SPU) is seeking proposals from qualified Consulting teams to provide landscape architectural services on an on-call, as needed basis for various projects. Specific services may include a variety of landscape and site design tasks for projects such as pump stations, green stormwater infrastructure, drinking water facility upgrades, outfall and shoreline improvements, and/or stream restoration.
Together, SPU lines of business will spend hundreds of millions of dollars on new infrastructure and infrastructure upgrades over the next five years. Many of these projects include aboveground features, which, when designed well, can contribute to community health, livability, climate resilience, and greater racial and social equity in Seattle neighborhoods. As a community-centered utility, SPU is working to achieve better, more thoughtfully-integrated design throughout our capital projects.
SPU will select up to three (3) Consultant teams and issue contract(s) based upon qualifications and approach to sample scenarios received for the services requested. Work Assignments that define the work being requested will be issued to a selected Consultant who will be expected to meet with SPU’s Contract Manager to negotiate the level of effort, schedule and not-to-exceed fee based on pre-approved Consultant billing rates. The total of all Work Assignments under the contract(s) is estimated to be up to $1,000,000 for a two-year period and may be renewable for up to an additional three years (up to five years total). SPU does not guarantee a specific volume of work under the contract(s). Per SMC 20.50.030, selection of the Consultant(s) is subject to applicable laws and ordinances regarding equal employment opportunity.

The deadline for submitting Proposals is 2:00 PM, Thursday, May 2, 2019, at the 50th Floor, Seattle Municipal Tower, 700 Fifth Avenue, P.O. Box 34018, Seattle, WA 98104-4018.
SPU PRE-SUBMITTAL CONFERENCE: A pre-submittal conference will be held on Thursday, April 18, 2019, in Conference Room SMT 5072 (50th Floor) of the Seattle Municipal Tower Building, 700 Fifth Avenue, Seattle, WA 98104 from 12:30 PM – 2:00 PM. Seattle Public Utilities will review the scope of work, consultant expectations, and answer questions from the prospective bidders. Time will be allocated for prospective bidders to network with each other and discuss teaming arrangements. Although attendance at this meeting is not mandatory, attendance is highly encouraged.
Written questions related to this RFP are encouraged and shall be directed to Sher Arciniega, Contract Administrator & SPU’s designated contact person, at sherry.arciniega@seattle.gov . In order to facilitate preparation of responses to questions, please submit questions by no later than 3:00 PM on Monday, April 22, 2019. All responses to questions will be issued to all RFP recipients in the form of an addendum to this RFQ. Addenda will be posted at https://www.ebidexchange.com/seattle.
