Request for Proposals (RFP) for

SPU RSJI Employee Competencies Development

SPU RFP/Contract# 18-199-S9

The Race and Social Justice Initiative (RSJI) is the City of Seattle’s commitment to be an antiracist institution. RSJI directs City departments to embed racial equity into current and future policies, projects and programs.  The Local Hazardous Waste Management Program (LHWMP) Racial Equity Strategic Plan is the LHWMP’s commitment and plan to embed racial equity as a core component of everything they do.  SPU and LHWMP have directed all staff to incorporate Race and Social Justice values and practices as a core component of all their work. 

SPU and LHWMP seek a consultant team to provide consultation and coaching that facilitates the development and implementation of Race and Social Justice (RSJ) competencies and practices, and development and delivery of learning activities, including, but not limited to workshops, presentations, and facilitated discussions, that will provide a foundation for advancing RSJ.

SPU will select and execute one or more (up to five) contract(s), based on proposals received. The work is on-call and will be assigned via work assignments. The total work assigned under each contract will not exceed $314,000 unless modified by a written amendment to the Contract.  Each Contract will be executed for a period of three (3) years, with the option to extend up to an additional two (2) years.

The deadline for submitting Proposals is 2:00 PM, Friday, June 7, 2019, at the 50th Floor, Seattle Municipal Tower, 700 Fifth Avenue, P.O. Box 34018, Seattle, WA 98104-4018.

SPU PRE-SUBMITTAL CONFERENCE:  A pre-submittal conference will be held on Friday, May 24, 2019, in Conference Room SMT 4540 (45 Floor) of the Seattle Municipal Tower Building, 700 Fifth Avenue, Seattle, WA 98104 from 9:30 AM – 11:00 AM. Seattle Public Utilities will review the scope of work, consultant expectations, and answer questions from the prospective bidders. Time will be allocated for prospective bidders to network with each other and discuss teaming arrangements. Although attendance at this meeting is not mandatory, attendance is highly encouraged.

Written questions related to this RFP are encouraged and shall be directed to Sher Arciniega, Contract Administrator & SPU’s designated contact person, at sherry.arciniega@seattle.gov . In order to facilitate preparation of responses to questions, please submit questions by no later than 3:00 PM on Friday, May 29, 2019. All responses to questions will be issued to all RFP recipients in the form of an addendum to this RFP. Addenda will be posted at https://www.ebidexchange.com/seattle.
