NOTICE TO CONSULTANTS

Request for Qualifications (RFQ) for
On-Call Water Main Rehabilitation Planning & Engineering Services
SPU RFQ/Contract# 16-069-S

The City of Seattle Public Utilities (SPU) is requesting responsive Statement of Qualifications (SOQ) to select up to three consultant teams to support the SPU Project Delivery and Engineering Branch (PDEB) in providing project delivery services to the Water Line of Business (WLOB). 

The WLOB has developed a Watermain Rehabilitation Program (Program).  At times PDEB is not able to meet the Program’s needs due to a lack of resources and/or technical skillsets.  This contract is intended to supplement PDEB and enable the branch to meet the design planning, engineering and support services of the Program.

Initial On-Call Contracts will be executed with selected Consultants and work will be assigned using Work Assignments, on a rotating basis.  The initial On-Call Contract authorization amounts are anticipated to be $1,000,000 per consultant team selected.  Subject to satisfactory performance by the Consultant teams and to the needs of SPU, contracts may be amended.

SPU anticipates the time of performance for each contract to be 5 years from date of execution.  The contract time may be extended by amendment to accommodate completion of Work Assignments issued prior to the original contract expiration date.  New projects developed after the original contract expiration date cannot be included in the time extension.

The deadline for submitting Qualifications is 2:00 PM, Thursday, July 25, 2019, via email to Sherry.Arciniega@Seattle.gov and 1 hard copy delivered to the 50th Floor, Seattle Municipal Tower, 700 Fifth Avenue, P.O. Box 34018, Seattle, WA 98104-4018.

SPU PRE-SUBMITTAL CONFERENCE:  A pre-submittal conference will be held on Thursday, July 11, 2019, in Conference Room SMT 5072 (50 Floor) of the Seattle Municipal Tower Building, 700 Fifth Avenue, Seattle, WA 98104 from 10:00 AM – 11:30 AM. Seattle Public Utilities will review the scope of work, consultant expectations, and answer questions from the prospective bidders. Time will be allocated for prospective bidders to network with each other and discuss teaming arrangements. Although attendance at this meeting is not mandatory, attendance is highly encouraged.

Written questions related to this RFQ are encouraged and shall be directed to Sher Arciniega, Contract Administrator & SPU’s designated contact person, at sherry.arciniega@seattle.gov . In order to facilitate preparation of responses to questions, please submit questions by no later than 3:00 PM on Friday, July 12, 2019. All responses to questions will be issued to all RFQ recipients in the form of an addendum to this RFQ. Addenda will be posted at https://www.ebidexchange.com/seattle.
