Request for Proposals (RFP) for

GSI Program Support Services
SPU RFP/Contract# 19-056-S

Seattle Public Utilities (SPU) is seeking proposals for programmatic services to support the successful implementation of SPU’s Green Stormwater Infrastructure (GSI) efforts, including joint programmatic efforts with King County.

Seattle Public Utilities (SPU) is a national leader in the use of green stormwater infrastructure. We have extensive experience building GSI in the right-of-way through a design-bid-build delivery model, and delivering with a private property rebate model. This contract will help support that work, and the GSI expansion which focuses on developing projects in new contexts and through new delivery models. GSI expansion goals include mitigating the negative impacts of polluted runoff and reducing flooding while maximizing community benefits and value for our customers. This contract will support efforts to build innovative cross-sector GSI partnerships, further embed a community-centered approach within drainage and wastewater CIP projects and programs, leverage our investments to support a broader set of community outcomes, expand the GSI toolbox to mainstream new and innovative green approaches to stormwater management, and remove barriers to GSI implementation throughout the city. While we expand our tools and techniques, we also seek to help support growing the GSI capabilities of the A&E firms in the region.

SPU will procure one consultant team to provide support services. The total of all work under this contract is estimated to be up to $7.5M, with a range of $2M to $4M the first 3 years (2020-2022), and $2M to $4M the remaining 2 years (2023-2024) provided that the contract is amended to extend over all 5 years. As with all SPU contracts, work is not guaranteed.

The deadline for submitting Proposals is 2:00 PM, Monday, August 12, 2019, at the 50th Floor, Seattle Municipal Tower, 700 Fifth Avenue, P.O. Box 34018, Seattle, WA 98104-4018.

SPU PRE-SUBMITTAL CONFERENCE:  An optional pre-submittal conference will be held on Wednesday, July 17, 2019, in Conference Room SMT 4096 (40th Floor) of the Seattle Municipal Tower Building, 700 Fifth Avenue, Seattle, WA 98104 from 10:00 AM – NOON. Seattle Public Utilities will review the scope of work, consultant expectations, and answer questions from the prospective bidders. Time will be allocated for prospective bidders to network with each other and discuss teaming arrangements. Although attendance at this meeting is not mandatory, attendance is highly encouraged.
