NOTICE TO CONSULTANTS
Request for Proposal (RFP) for Transmission Pipeline Seismic Study
SPU RFP/Contract #19-045-S

The City of Seattle Public Utilities (SPU) is seeking a consultant team to provide engineering services for the SPU Water Transmission Pipeline Seismic Study. Briefly, this project includes:

  • Evaluating the seismic vulnerability of SPU water transmission pipelines at approximately 50 locations.
  • Using geotechnical engineering expertise, knowledge of local geotechnical conditions and pipeline seismic response to recognize which locations can be evaluated using engineering judgment or simplified methods, and which locations require more detailed analysis and then performing these analyses
  • Using simplified (e.g., pseudo static) structural analysis techniques to assess the seismic vulnerability of above ground, pier supported pipelines
  • Where needed, identifying a conceptual pipeline upgrade approach and planning level cost estimate
  • Identifying a conceptual pipeline system (and planning level cost estimate) for transmission pipelines that pass through the Seattle Fault Zone
  • Preliminary engineering and cost estimate development for the Cedar River Pipeline seismic upgrade through the Renton liquefaction area.

The estimated cost of this proposed SPU Consulting Contract is approximately $300,000.

The deadline for submitting proposals is 3:00 PM, Monday, August 12, 2019, at the 50th Floor, Seattle Municipal Tower, 700 Fifth Avenue, Seattle, WA 98104-5058 (USPS: P.O. Box 34018, Seattle, WA 98124-4018).

SPU PRE-SUBMITTAL CONFERENCE:  A pre-submittal conference will be held on Tuesday July 16, 2019, in Conference Room 4050/4060 (Floor 40) of the Seattle Municipal Tower, 700 Fifth Avenue, Seattle, WA 98104 from 3:00 PM – 4:30 PM. SPU will review the scope of work, consultant expectations, and answer questions. Time will be allocated for attendees to network with each other and discuss teaming arrangements. Although attendance at this meeting is not mandatory, attendance is highly encouraged.

Written questions related to this RFP are encouraged and shall be directed to Sherry Parker, Contract Administrator & SPU’s designated contact person, at sherry.parker@seattle.gov. To facilitate preparation of responses to questions, please submit questions by no later than Friday, July 19, 2019.

All responses to questions will be issued to all RFP recipients in the form of an addendum to this RFP. Addenda will be posted at https://www.ebidexchange.com/seattle.
