CLOSED-Request for Proposal (RFP) # SCL-23839 for Greenhouse Gas Inventory Verification

The City of Seattle, Seattle City Light Department (“SCL”), seeks to engage a consultant to provide consulting services for Greenhouse Gas Inventory Verification.


SCL is seeking qualified firms to provide the following:
Seattle City Light (SCL), a Department of the City of Seattle (“the City”), is seeking a Consultant accredited by The Climate Registry (TCR) for the purpose of conducting a verification of SCL’s annual greenhouse gas (GHG) emissions reports (2018 and 2019). This verification will need to be conducted in accordance with the TCR’s applicable Protocols; General Verification Protocol (GVP), and the Electric Power Sector (EPS), Addendum to the GVP. The TCR’s GVP provides clear instructions for executing a standardized approach to the independent verification of annual GHG emissions to be reported to the TCR.


The Consultant shall perform verification of SCL’s Emission Year 2018 and Emission Year 2019 GHG Reports and report to the TCR.


For a newly selected verifier, one site visit (date to be mutually agreed upon by SCL and the Consultant) shall be made by the Consultant during the contract term, during the verification process for Emission Year 2018.


SCL intends to begin Emission Year 2018 verification in December of 2019 or January 2020. Services under this Agreement shall be completed no later than June 10, 2021, with option to renew for an additional term.


City Light has not identified a budget for this project but estimates the contract to be approximately $45,000.


SCL, may at its option, amend the original contract for scope, time, and funding, subject to the continuing appropriation authority by the Seattle City Council.
