REQUEST FOR QUALIFICATIONS SCL RFQ#23869
for
On-Call Professional Engineering Services
The City of Seattle, Seattle City Light Department (“SCL”), seeks to engage a consultant to provide consulting services On-Call Professional Engineering Services for electrical/civil engineering consultant to perform design, analysis, study on City Light’s electrical system when needed.
This project will be done as a series of task orders (Work Authorizations/WA). It is the intention of SCL to select multiple consultants (up to 10 maximum) and develop general contracts for On-Call Engineering with the consultants. Specific task orders (WA’s) will be developed with individual consultants based on expertise and performance by the consultant.
SCL encourages firms and consultant teams with expertise in one or more of the specific disciplines contained below to submit a response submittal to this RFQ. It is not necessary to provide all services described in the Scope of Work as SCL may select firms based on a specific area of expertise. HUB/WMBE firms are encouraged to respond.
SCL is seeking qualified firms to provide the following:
The term of the contract shall extend from the date of execution by the General Manager and Chief Executive Officer of Seattle City Light, or designee, through December 31, 2024. City Light has identified a budget for this project but estimates the contract to be $50 Million.
SCL, may at its option amend the original contract for scope, time, and funding, subject to the continuing appropriation authority by the Seattle City Council.

The City’s proposed schedule is outlined in the RFQ.
The contract that is awarded as a result of this RFQ will be awarded in a manner that will comply with all applicable laws of the United States, State of Washington, the City Charter, and Ordinances of the City of Seattle.
The following language must be included in all RFP/RFQ Advertisements for consultant services expected to cost $250,000 (2008 dollars) or more.
“WOMEN AND MINORITY AFFIRMATIVE EFFORTS REQUIREMENTS: All proposals are required to meet the Affirmative Efforts requirements as specified in the RFQ/RFP. An Outreach Plan will be required for the top rated consultant(s).”
