NOTICE TO CONSULTANTS
Request for Qualifications (RFQ) for

On-Call River & Riparian Restoration Technical Services
SPU RFQ/Contract# 19-057-S

Seattle Public Utilities (SPU) is requesting submittals from qualified consultants to provide on-call river floodplain restoration design and fluvial geomorphic modeling and analysis. A consultant is needed to provide primary technical design services for one identified project and potentially other future projects. The consultant firm will conduct preliminary site assessment, hydraulic modeling, conceptual options evaluation, and environmental permit scoping for a WA State Salmon Recovery Funding Board (SRFB) grant-funded salmon habitat restoration project on the Lower Cedar River on properties recently acquired by SPU for salmon habitat protection. The consultant will then complete full (30/60/90/100%) ecological site restoration design (bid-ready documents) and planning, as well as environmental permit application preparation, and support services, in support of a grant application for subsequent project construction.

Following the completion of this project, it is anticipated that SPU may have later need for additional work of this nature at other nearby sites along the Cedar River or potentially other streams relevant to SPU’s service area. Thus, it is intended that the selected consultant have the dynamic set of skills to provide additional on-call river floodplain and habitat restoration technical and engineering services.

Anticipated contract is for $1,000,000, with approximately $300,000 identified for initial project activities under the first work assignment. Should subsequent construction grant be awarded, a work assignment for technical services to support construction would be sought. There is no guarantee of additional work following first work assignment.

The deadline for submitting Qualifications is 2:00 PM, Tuesday, November 19, 2019, at the 50th Floor, Seattle Municipal Tower, 700 Fifth Avenue, P.O. Box 34018, Seattle, WA 98104-4018.

SPU PRE-SUBMITTAL CONFERENCE:  A pre-submittal conference will be held on Tuesday, October 29, 2019, in Conference Room SMT 4540 (45th Floor) of the Seattle Municipal Tower Building, 700 Fifth Avenue, Seattle, WA 98104 from 1:00 PM – 2:30 PM. Seattle Public Utilities will review the scope of work, consultant expectations, and answer questions from the prospective bidders. Time will be allocated for prospective bidders to network with each other and discuss teaming arrangements. Although attendance at this meeting is not mandatory, attendance is highly encouraged.

Written questions related to this RFQ are encouraged and shall be directed to Sher Arciniega, Contract Administrator & SPU’s designated contact person, at sherry.arciniega@seattle.gov . In order to facilitate preparation of responses to questions, please submit questions by no later than 3:00 PM on Friday, November 1, 2019. All responses to questions will be issued to all RFQ recipients in the form of an addendum to this RFQ. Addenda will be posted at https://www.ebidexchange.com/seattle.
