REQUEST FOR QUALIFICATIONS #SCL-1901674
For
CEDAR FALLS PROJECT; 5 YEAR INDEPENDENT CONSULTANT INSPECTION SERVICES

Seattle City Light (“SCL”), is seeking qualified firms to perform an inspection of the Cedar Falls project for City Light and Seattle Public Utilities (SPU) in general accordance with the Federal Energy Regulatory Commission (FERC) Part 12D process. Although the Cedar Falls Project is not regulated by FERC, City Light and SPU request that the general organization and contents of the deliverables be submitted in that format.

The City expects to achieve the following outcomes through this consultant solicitation:
 Review of Project Documentation to Understand Existing Performance
 Supporting Technical Information Document (STID) Update
 Dam Safety Visual Field Inspection
 Focused Spillway Assessment
 Potential Failure Mode Analysis Review, Workshop, and Update
 Dam Safety Surveillance and Monitoring Plan (DSSMP) Update
 Detailed Spillway Radial Gate Inspections and Gate Inspection Report (GIR)

The term of the contract shall extend from the date of execution by the General Manager and Chief Executive Officer of Seattle City Light, or designee, through March 30, 2022. The majority of the work will be completed in 2020, with a draft report of results due to City Light and SPU by October 30, 2020. City Light has identified a budget of $220,000 for this project. SCL, may at its option amend the original contract for scope, time, and funding, subject to the continuing appropriation authority by the Seattle City Council.

Consultants must complete a free registration prior to viewing, printing and saving to their own equipment at no cost or ordering full or partial document sets and/or CDs through the Web site. Free internet access to obtain these documents is available at Seattle Neighborhood Service Centers and most public libraries.

There will be a Pre-Submittal Conference held via Skype on November 4, 2019. Bidders are strongly encouraged to participate. Information is provided in the RFQ.
Proposals must be delivered via e-mail only by 3:00 pm PST on November 22, 2019 from 1:00 – 2:00 pm, to: Ned Lichty, Sr. Contracts Specialist at Ned.Lichty@Seattle.gov.
