Trenton Standpipes & Magnolia Elevated Tank Upgrades
SPU RFQ/Contract# 19-109-S
The City of Seattle Public Utilities (SPU) is requesting qualifications from qualified consultants who can perform structural/seismic assessments, conceptual design, and costing of seismic upgrades and recoating for two steel water storage facilities, Trenton Standpipes and Magnolia Elevated Tank. The assessments during the Options Analysis work phase will further develop recently completed preliminary seismic vulnerability assessments and identify/compare options for rehabilitating and seismically strengthening the facilities.
At the completion of the assessment/options analysis work phase, SPU may elect to amend the scope of work/contract to include potential additional projects phases including design and construction support services for projects to seismically upgrade and recoat the Trenton Standpipes and Magnolia Tank. There is no guarantee for additional work phases being added, and the decision to do so will be at the sole discretion of SPU.
SPU will select a single consultant team and award one contract. The estimated budget for the assessment/options analysis phase of this contract is $150,000, and the expected schedule is from 1st Qtr 2020 through 2nd Qtr 2021. The estimated cost of these potential future phase amendments is to be determined but will be related to the construction cost and complexity of the project alternative that SPU implements. The range is expected to be roughly $500,000 to $1,500,000 depending on the project options that are pursued. The estimated schedule for these potential future phases is design in 2021-22 and construction in 2023-4. SPU does not guarantee a specific volume of work under the contract. Per SMC 20.50.030, selection of the Consultant(s) is subject to applicable laws and ordinances regarding equal employment opportunity.

An SPU Pre-Submittal Meeting will be held on Thursday, December 19, 2019 in Conference Room 5072 (50th Floor) of the Seattle Municipal Tower Building, 700 Fifth Avenue, Seattle, WA 98104, from 1:00 PM to 3:00 PM. Seattle Public Utilities will review the scope of work, consultant expectations, and answer questions from the prospective bidders. Time will be allocated for prospective bidders to network with each other and discuss teaming arrangements. Although attendance to this meeting is not mandatory, attendance is highly encouraged.
Written questions related to this RFQ are encouraged and shall be directed to Jamie Cortez, Contract Administrator & SPU’s designated contact person, at jamie.cortez@seattle.gov. In order to facilitate preparation of responses to questions, please submit questions by no later than 12:00 PM on Friday, January 3, 2019. All responses to questions will be issued to all RFQ recipients in the form of an addendum to this RFQ. Addenda will be posted at https://www.ebidexchange.com/seattle.
