NOTICE TO CONSULTANTS
Request for Qualifications (RFQ) for

Midway Landfill Improvements
SPU RFQ/Contract #19-015-S

Seattle Public Utilities (SPU) is requesting qualifications from engineering consulting firms for a new contract to support the Midway Landfill Improvements Project. SPU requires the design engineering services of an experienced consultant to assist the City in coordinating with WSDOT, Sound Transit (ST), Ecology, and EPA on the permitting, design, and construction services related to construction activities on the Midway Landfill. Joint projects proposed by ST and WSDOT along the eastern side of the landfill require the removal of existing refuse placed under a WAC required cover system. SPU is required under an Ecology consent decree to monitor the refuse removal and confirm the landfill cover system is properly replaced during construction.

ST is also in the process of completing an environmental impact statement evaluating three sites for their future Operation and Maintenance Facility (OMF). The Midway Landfill is one of the remaining sites being considered. The placement of the OMF on the Midway Landfill will require unique environmental controls to protect both the exiting landfill facility and the proposed modifications.

Any individual or firm that is currently contracted with either Sound Transit or WSDOT for work associated with any portion of either Sound Transit’s or WSDOT’s projects on the Midway Landfill is not eligible to respond to this solicitation. The total value of this contract is currently estimated to be $2.4M and completed by Q4 2022.

SPU PRE-SUBMITTAL CONFERENCE:  A pre-submittal conference will be held on Thursday, March 19, 2020, in Conference Room SMT 4540 (45th Floor) of the Seattle Municipal Tower Building, 700 Fifth Avenue, Seattle, WA 98104 from 10:30 AM – 12:00 PM. Seattle Public Utilities will review the scope of work, consultant expectations, and answer questions from the prospective bidders. Time will be allocated for prospective bidders to network with each other and discuss teaming arrangements. Although attendance at this meeting is not mandatory, attendance is highly encouraged.
