NOTICE OF REQUEST FOR QUALIFICATIONS (RFQ)

THE CITY OF SEATTLESEATTLE CITY LIGHT DEPARTMENT

Request for Qualifications #SCL-767001403
for
On-Call Environmental Services

Seattle City Light (City Light) seeks to engage Consultant(s) to provide services including, but not limited to, environmental field investigations and analyses, contaminated site evaluation/cleanup oversight, and environmental permitting to support its Environment, Land and Licensing Business Unit (ELLBU), on an on-call basis.

City Light will typically require these services in the following circumstances:

• When construction projects involve soil or debris removal.
• During property transactions (sale/transfer of surplus properties).
• When spills of oil and other hazardous materials occur on City Light property.
• When historical spills are discovered on City Light property.
• For unexpected or for small, short-term monitoring projects.
• When City Light requires assistance to carry out environmental permitting and/or State
Environmental Policy Act (SEPA) review process for projects.
• Scientific, investigative, or engineering analysis.
• Cleanup planning and activities of small sites under the Voluntary Washington Model Toxics
Control Act (MTCA).

The selected Consultant(s) must be prepared to provide immediate on-call sampling services 24 hours per day, 7 days per week. City Light will require two or more off-hour contacts from the consultant.
The term of the contract shall extend three years from the date of execution by the General Manager and Chief Executive Officer of Seattle City Light, or designee. The contract amount will not exceed $700,000. City Light may, at its option, amend the original contract for scope, time, and funding, subject to the continuing appropriation authority by the Seattle City Council.

The specific scope of work, project schedule, due dates for deliverables, and costs will be developed and negotiated for each Work Authorization issued under the On-Call Contract at the time the services are required by City Light and accepted by the Consultant. The Consultant will be given a written authorization for each Assignment. Each Assignment may require services in any one, or a combination, of the listed disciplines as addressed in this document. City Light seeks a skilled Consultant available for immediate, on-call work that will reduce the cost, time and processes necessary to respond to urgent City needs.

The objective of this RFQ is to provide sufficient information for Consultants to submit their qualifications. This RFQ is neither a contractual offer nor a commitment by City Light to purchase services. Consulting firms must be bona-fide providers of the services being requested and have the capacity to perform the scope of work. To be responsive to this RFQ, information submitted by Consultants must conform to the procedures, format, and content requirements outlined in this RFQ. Failure to do so may result in the respondent being declared non-responsive.

The City’s proposed schedule is outlined in the RFQ.
The contract awarded as a result of this RFQ will be awarded in a manner that will comply with all applicable laws of the United States, State of Washington, the City Charter, and Ordinances of the City of Seattle.

“WOMEN AND MINORITY AFFIRMATIVE EFFORTS REQUIREMENTS: All proposals are required to meet the Affirmative Efforts requirements as specified in the RFP. An Outreach Plan will be required for the top-rated consultant(s).”
