The City of Seattle supports policies to promote sustainable packaging, including Extended Producer Responsibility (EPR) programs to promote recycling systems on a far-reaching scale. These programs help prevent pollution and reduces trash in landfills, incinerators, and oceans through practices such as building circular economies, thoughtful product stewardship, waste and toxics prevention, and encouraging product reusability and durability.
Seattle Public Utilities (SPU) provides solid waste and recycling collection services in Seattle. SPU is a member of the Northwest Product Stewardship Council (NWPSC), a group of local and state government agencies from Washington and Oregon that researches and advocates for EPR policies and programs. The NWPSC developed a policy framework for an EPR system for packaging and paper products (PPP) that was incorporated in HB 1118, which was considered during the 2021 session of the Washington Legislature. The bill did not move out of the policy committee in 2021 but is expected to be reintroduced in 2022. The City of Seattle is seeking to contract for lobbying services to advocate for the bill and assist with stakeholder engagement and coalition building in support of EPR for PPP. Secondarily, the contractor will also be asked to engage on other product stewardship or solid waste related bills of interest to SPU.
The Mayor’s Office of Intergovernmental Relations (OIR) will retain and oversee management of the consultant, whose selection will be conducted jointly by OIR and SPU. SPU Government Relations and Solid Waste Line of Business staff will be afforded direct access to the consultant.
