Project Title: Seattle Center On-Call Mechanical Engineering Services

Submittals Due by: 5:00 PM PST, 12/20/2021

Scope of Services: The City of Seattle, through its Seattle Center department Redevelopment Office, is seeking qualified mechanical engineering firms to provide on-call mechanical engineering services for maintenance and capital improvement projects. Projects will be identified as funding becomes available.

The Consultant will be expected to:

  1. Provide staff and services on an on-call, as-needed basis. 
  2. Provide mechanical design and/or construction management services for repair, replacement, or new installations of City infrastructure. 
  3. Provide the full range of engineering services including preliminary studies reviewing of existing drawings and site conditions,inventory of existing systems, public outreach, drawings, specifications, construction estimates, permit acquisition, and other professional mechanical engineering services. The plans, specifications, and bid documents must be stamped by a professional engineer currently registered in the State of Washington.
  4. Provide in-house personnel or subconsultants for minor scopes, such as architectural, civil, structural, electrical, instrumentation and controls, asbestos and lead abatement, landscaping architecture as needed to complete the mechanical system scope.
  5. Assist in bidding phases to include pre-bid and pre-construction meetings and responding to questions/clarifications during bidding and review of bids.
  6. During construction, make on-site visits/inspection; review material submittals, shop drawings and test results; respond to RFIs; draft change orders; and review pay estimates. 
  7. Provide commissioning services to include developing and coordinating the execution of a testing plan, observation and documentation performance of improvements, system integration and functionality in accordance with documented design. This shall include testing and observing the operation and function of all components and controls involved in the new systems, including an assessment of responsible parties for correcting any problems and errors in the system, and providing a final commissioning report.
  8. Other work as may be assigned.

The services contemplated in this solicitation are consistent with the City’s commitment to Women and Minority-Owned Businesses (WMBE) firms, as memorialized in the “Equality in Contracting” Ordinance, Seattle Municipal Code, Chapter 20.42 and Executive Orders issued in 2010 and 2014, which communicate the City’s policies and priorities to maximize inclusion efforts to ensure WMBEs are afforded every opportunity for inclusion in City of Seattle procurement/contracting. 

Seattle Center is hosting an optional virtual pre-submittal conference on December 1, 2021 at 9:00am. Details provided in the RFQ.
